Am I allowed to of this in a roadblock?

Let's say me and 2 friends make a roadblock.

One friend is standing on the ground with a weapon.

The second is a driver of a off road and I'm in the back of the off road with a gun.

We wait and someone is coming.

The guy on the ground tells the vehicle to stop and the vehicle ignores us and trys to get away.

The question is:

Are the guys in the off road allowed to follow him and SHOOT him?

Probably not. You need to begin quality roleplay before shooting which is neigh on impossible with a moving vehicle that has a gun being waved at them.

 
A good form of initiation is needed. A roadblock is best done when you surprise or ambush your enemy (Spikes :D), again good role-play and initiation is needed.

(Not that i endorse the use of roadblocks, if i find ya, your going behind bars xx)

 
The best way to make this legitimate is to have the man shout at them to get out of the vehicle or be fired upon, then if they do drive away you can open fire :) 

 
Quality roleplay is the key phrase. If it was to a good Quality  then you can shoot. If it was literally 'stop the car' then obviously not.

If initiation has occured and quality RP has taken place then yes the gunner can shoot him.

Provided that quality role play was delivered then yes, however I can only suggest that immobilising the vehicle and then subsequent role play (if possible and the player doesn't get out guns blazing) is taken as priority over straight up killing the fella.
