Altis when Tanoa is released

I had a thought which is quite daunting.

When everybody leaves to Tanoa and all the non rich hobos who cannot afford the flight ticket will be left to do drug runs without any police intervention.

Whats stopping them from farming money whilst everybody is on Tanoa?

Well if less than 5 cops are online the profits get cut by 50%.
