BREAKING NEWS:

Today in Kavala six people were killed after a bridge connecting Kavala and the Altis interstate system collapsed. The bridge was thought to be structurally weak due to seismic activity in the area.

It could, but it has large requirements. You need to have recording software, and be very active as well as be willing to exchange emails with footage.

May be because I am not british, but what do you mean by putting in ear plugs? Kill the background volume?

in-game you can use earplugs that mutes certain sounds but leaves voice at its normal volume. shift + p iirc
