altis law (not server rules)

I became a bounty hunter yesterday, and now it's important not to somehow break the law and loose the licence. I landed with my chopper inside Athira(i landed right next to the garage) , and i was given a bounty of 1 pound, and the police restrained me and told me i broke the law. I didn't understand this, since i had previously read the rules carefully (when I became a BH). I started looking into the Server Rules page and couldn't find anything about landing in a city. It states, that it is against the law and may induce police aggression to land in the green zones and near a prison, and that players should avoid flying too low because of the noise. 

I then went on TS for help and was told, that there is a law that prohibits you from landing a chopper in a city, however, it was not included in the above mentioned webpage ...and they gave me a link to a police handbook(i think).

I think there should be an "Altis Life Handbook of Law" or something besides the server rules page, because it's impossible to be "good" without knowing the law.

The police handbook is public knowledge, and you can find all the police law in there. It's also common sense not to land chopper in a city, that's extremely dangerous to the citizens.
