In a scenario where there are multiple occupants in one household, it appears that only the registered owner has the ability to make certain changes in regards to furniture.
I have not tested all aspects, but one is example is that I am not the registered owner but do have a key. I purchased multiple pots for the house, and at the time of purchase I received two on-screen messages which contradicted each-other, and later led to further issues:
When we then checked the house, the pots were not listed in the furniture list or the house storage.
My suggestion based on the above experience is that there should be an option to add multiple registered owners for a single household. Not only does this then add the ability for multiple occupants to make changes, it also adds a few more RP scenarios to the city. For example:
My suggestion would be that after getting a key cut, you would both need to be present at City Hall for another owner to be added to the Property, and also for an occupant to be removed should it be by mutual consent. However, any disputes must then be taken to Court

- Married couples are able to have joint ownership - This then creates an RP scenario for Solicitor/Court involvement should the couple wish to divorce, as the assets will either need to be divided (by sale of the property), or one of the two will gain permanent sole residence and ownership of the property.
- Families/Friends/Gangs have the opportunity to create a hide out, and customize their own rooms
