The video explains it all really. 

We can't pull vehicles out of stock. When pulling out boats, you don't get keys but the boat spawns with the correct plate. All fucked.

I believe this is the issue we have with the park ranger boats aswell.

A fix has been made already, just awaiting it to go in.

Excellent news! This has now been fixed by the development team and will be released in a future server update.
