City owned. NPC managed so will always be available. Weapon Prices dictate what guns are available to be used. Location could be virtually anywhere in the city but my honest best thought would be the current Car Meet area over on the east side of the city. Its a huge urban warehouse and with a few mods (fake walls etc) could be a perfect CQB arena.
Leaderboards. Team options to join or random solo play. Prime for event hosting where groups can enter teams. NHS vs LSPD (id pay to see that :O) etc. Have 1v 1 tournaments or team battles and various modes. Basically inside the arena it would be team deathmatch or solo deathmatch with a counter on kills and timed rounds or 1 life per round etc. Whatever rules modifiers people wanted.
Be a great central hub for events and the like and a chance for people to go and hang out and blow off some steam in the game without shooting each other up IRL.
I don't need to suggest too much more but the reason I said airsoft and not paintball is that all of the weapon assets currently in game could be utilised easily without too much work and then just set it to be in an instanced arena where the teams have a limit and are force balanced so its not 1 Triad vs 20 coppers etc (my money would be on the triads tho \o/)
Spectator area (via console/security feed) would be cool to add in cameras so we can watch all the action when waiting for a game too.
During the quieter times for the server (off prime) an option to spawn npcs to fight against could be cool too just to practice (for those that wish too) would also be nice but not essential.
Great opportunity for bragging rights for teams on tweedle etc also. Once a month tournaments etc could be hosted by player organisations or whatever and basically let everyone have some fun gunplay without worrying about losing their items etc in a safe, legal environment.
