Number 1, that is VDM buddy 

Number 2 who was the officer and how did you loose money?

 
Basically the server has Anti-Vdm. You can report the cop for VDM at the report a player section using the correct format. Also the compensation requests is the place for getting lost money back. 

But something tells me you want some money..

Firstly, running you over would be VDM, which is Vehicular Deathmatch rather thsn RDM, Random Deathmatch.

Secondly, if he ran you over, you wouldn't of died, as there's an anti-VDM script which instead of killing you, only knocks you over.

Thirdly, you''ll need to fill out a compensation request in the appropriate part of the forums and I suspect you'll have to have some form of evidence for it to be approved and 'refunded' if you will.
