ADMIN need clarification

Ok i don't want this post to become the same as the previous one but my question is fair and simple:

A friend of mine was banned for killing someone from the VIP island to the outside, while roleplay was engaged.

The rules state vip island is not a safe haven.

The rules state you can't kill anyone IN the vip island.

The rules state cops can keep doing their job on the island aswell. 

My friend killed someone outside the vip island.

If a cop corners me in the island. Witch rule applies? Can i shoot cops in there? Because if i kill the cops or the rebels with whom i engaged roleplay previously, i'll be breaking a rule, but if cops are allowed to keep doing their job(as long as the roleplay started outside of the island) why can't rebels do their job aswell?

When you are on VIP Island you cannot shoot there nor can you shoot from there, This also means people cannot from the main land over to the island.

What people were doing was when they was wanted and being chased by the police they was rushing over to VIP island, thats what i mean by its no safe haven, if your wanted then the police will enter the island.

No doubt if the person on the main island shot your friend then your friend would be on here reporting.

VIP Island is a greenzone, no shooting on the inside, no shooting from the inside to the outside and no shooting from the outside to the inside.

Rules need to be more specific... I've been playing for around 4 months an I still get confused,

Can we defend ourselfs from copsrebels if they corner us inside(after roleplay engaged prior to entering the zone)?

If you have started roleplay or are being chased don't even consider going to the island, as it is cowardly and boring for everyone involved.

I'd also suggest moving the vip club back to the airfield south of neochori and also add another one at the old nothern rebel base north west of athira.
This way no one can use the excuse that they were cornered and hopefully it will avoid situations like this in the future.
