Add Wildlife Act to PNC to allow Prosecution / Tracking

Hi Devs

After finding someone with turtles and attempting to charge them for Section 9 of the Wildlife and Countryside act of 1981 to find its not on the PNC.

Please could this be added?

covers the protection / killing of designated species

Punishment details:
