Suggestion:
Add a licence that can be purchased for £500,000 from city hall that covers organizers gambling/raffles operations.
This licence would legally permit people to organize raffles/betting operations like IRL.
The 'gambling commission' could be covered by the CoC and allow them to follow through with checking licences and requesting prosecution cases to be raised for those who don't purchase the licence and continue to operate.
Pros:
Sole reason would just be another money dump for players, especially those who have considerable amounts of money. It would also give opportunity for underground/illegal betting, giving some more opportunity for roleplay.
Cons:
People who are lesser off with money mightn't be able to afford the licence price I've suggested and therefore, removes legal avenues of RP for them (Still could do it illegally)
