add boat parking and refuel to chumash pier

i spend lots of time in the city fishing and have recently bought myself a new boat, i have found there is a great distance between the marina parking and the tackle shop, im suggesting that a boat parking and refuel is added to chumash pier which is in between marina parking and tackle shop. 

Pros : Better quality of life within rp - lots of houses around chumash pier and im sure lots of people would love to store their boats close by. 

Cons: More dev work.
