About metagaming and "billboards"

Regarding posts on these fine forums. Sometimes I see ppl posting threats on the forums, mainly gangs/factional and others responding that they'll basicly KOS based on the threads here. Since there isnt a obvious official billboard here on the forums Im wondering what information ppl may take from here into the game (apart from server rules and laws posted by the admins)?

Nothing from here should be taken into the game apart from rules/events/estate agent posts etc.

There is no KOS (except in the red zone) if people start KOS then it will end up in the report a player and bans will be issues

Good to know since I wanted to update my arrival post for forum related business and forum business only. I think I know the rules but some veterans here post such threatening replies sometimes implying they'll act ingame based on posts made here on the forums by other regular members.
