Ability to Search a Restrained Player

Brief Summary:

Add the ability to search a player that is restrained, the same way the police are able to.

Detailed Suggestion:

Search system would be identical to police. Once you have someone restrained you can search them and take items from their inventory.

The Pros:

You can actually rob someone and gain from it and it wont end up in a ton of time wasted making reports against people that Fail RP and hide items from you.

The Cons:

None as far as i am aware.

Does this suggestion change balance on the server ?

Nope. If anything it with lower the amount of reports and rule breaks as people will be able to search restrained players and see/take from their inventory.

The development team have already discussed this as this point has been brought up before. @Stealtheeis on this task to make a fair system for all surrounding this. I can say for now that we are looking into all avenues for this proposal.
