When you 'spike' what do you spike UP to?
If it's 250ms or something not-very-much, we *might* be able to do something (no promises, mind - I'm guessing, and shooting from the hip here atm).
If it's shooting up to like 900ms, then sorry mate... there is sweet Fanny Adams that we can do. If we put the ping-limit up that high, we will be filled with people from Narnia and their 2-second pings before you know it, just like we were before. The lag they induce is far more impacting than you dropping out of a car - though I concede that is not fun, for your mates more than you!
We also have a packet-loss restriction too, don't forget. Lose more than 25% of packets over the sample-period, and you will be going bye-bye. Think it's the same message. We don't have any way to tell which is which - you just gone, bubba. But you might be able to tell. Check your packet-loss immediately after a kick next time, and respectfully ask your sister to stop downloading My Little Pony videos maybe?
We might also be able to raise the PL limits, but tbh....
