If a person uses the "steal" option on a civ prowler the chances of it being gone from the owner shouldnt be too high at least

@Cool Is Civ prowler stealing broken or not then?? I have been told by many people it works fine for prowlers but I'm not sure due to this ^^^

I think stealing itself is buggy. Some times it works and some times it dont. Ive just been told prowlers can be stolen from cops, but that it is bugged when stealing from civs. Have not tested it out myself
