Stealing prowlers works fine, just yesterday I stole an ar prowler I found in the middle of nowhere.

You stole it from AR. You can steal from police Hunters and Prowlers, however you cannot steal anything from civs, this includes Hunters and Prowlers which were previously owned by the police.

Is that just now because about 2 months ago I bought a prowler off a civil and it worked fine
