It would be worth checking out a GTA racing server called Project Homecoming and the modpack they use for their vehicles. I believe they have rebalanced the handling files for almost every vanilla car to have evenly matched but still vaired classes of vehicles and improved how all of them drive.

Fail RP isn't a rule and on reports I've seen for people not alloeing pickup, the result is that you are allowed to decline a carry.

Currently the only thing stopping you is being inside an area cars don't fit.
