What about creating like a 'St John's Ambulance' type side faction where people can do volunteer shifts - but rather than treat at roadside, they can only take the patient to the nearest hospital?

The inferior armour quality was intentional. The thought trail behind it is maybe an armour that has slightly less HP than standard, but in turn it will be easier for crims to source. Saying that, I also agree with your reply, the balance could certainly be the risks you've stated.

Completely agree - and maybe to add to it, in the interest of balance, perhaps the ability to unlock ANY prison door from a centralised point? This could aid with breakouts and making them hard (like they should be) but also doable in a realistic manner, rather than the age old hostage situation?
