So what is the point in getting a taxi license, does it just give you the paint job?

My question is, as a taxi driver, how do you get paid. Do you shuttle people around and charge your own amounts? Or is it done on its own, almost like a meter. Im just unsure because i want to get a taxi license. Any help would be greatly appreciated -Micha
