Hi! I couldnt restrain a criminal while he was tazed i saw him robb the bank i told him to stop then tazed him i told him to put his hands up,then he got up and started to ran again and he logged out. so i dont know maybe it was just me that i couldnt handcuff him only when they put their hands up.
