Is it only cops that can put a bounty on me or can anyone do that cause i got a bounty for 50k for killing that man. After i Was done talking with the police and he said everything Was ok So thats where i lost my lisence then

I told the police and asked if there was any way at all that i could get it back and he just replied "no sorry there is no way you can get your weapon back"   and i now see that they took my gun license so thats 50k lost for protecting myself I understand that they have to take the gun away...
