If the chance of falling down while running in handcuffs/zipties would be high enough then I would agree on this. The arms give you more balance then you may think while running. It would be annoying for not only police but for hostage takers aswell if this is not balanced right.

People usually speed. It doesn't matter if inside or outside the city areas. If a road is blocked because of "construction" they could run you over by accident if they don't react in time
