@Misty | If you steal a vehicle from the cops, you need to go to the scrap yard to make it yours (you need a perk) any vehicle that is bought by cops can be made yours via the scrap yard. If police catches you, they will take the vehicle away permanently and you might face a jail / ticket sentence.
