You get them by reaching the appropriate prestige level, which I believe to be 3 although it may have changed to 5. You find them on the map and buy them, although I believe there are only about 4 and they have all been bought. If new ones come available by being added in, they cost 2.9 mill...

Domes are prestige 5? Bought mine at prestige level 3. You get a £500 increase in your pay check per level as well.
