It does. Vehicle theft comes with a fine of £20,000 I believe, and attempted vehicle theft (lockpick fails) is £2,500. The in-game values on your bounty are slightly wrong so you can ignore those. The above fines are what the police should give you if you are caught.

There are no rules for normal civilians / rebels on this matter. I think the only kind of rule against this is for Police Officers, as some naughty ones may try to change their name to hide the fact they are doing rebel stuff when not on duty. Which is against the police rules.
