Tbh, factions will probably be all over it for the first few days due to it being new and fun but after that it'll probably just go down to being AR/Lobos that mainly venture over there from the factions.

I think this here is the main problem. Both development and population wise I think the server would struggle if it turned to whitelist only. But in the future I think this would be great

This mistake was already made on Altis. The prison system got heavily abused there and then promoted a massive “I’d rather die fighting than risk prison” mentality. Why should anyone be derived of a whole hour worth of RP opportunities and fun simply because they’re living their RP characters...
