    Make sure you join the CIV slot (purple), the green one is for medics and blue is for police and you have to apply to join at NHS Recruitment and Police Recruitment.

    No donating won't bypass the limiter, your best chance is to try server 2 as it has a higher ping limit.

    Space in hangers is expensive so to have your heli sat in the hangers costs money, they you got to pay for the mechanics and the ground service to pull it out every time which costs a lot of money.
