Sorry to burst your bubble but unfortunately only people with the DLC can join servers using the DLC. It's either everyone uses the DLC or no one does.

The only thing you can loot from dead people is their virtual inventory which is the inventory that stores food, zip ties, boltcutters etc and their weapon for a short amount of time after they've died. You cannot loot anything else.
