Make it so civs can revive other civs when no NHS are online, make it so they need to take them to the hospital or add defibs for on the move resuscitation

when cops are trying to buy a car you get stuck in the shop and cant get out, (not all the time just had the bug once) the restart halfway into the testing could be the cause
