For some reason the battleye UELA agreement doesn't come up when you load the game through a desktop shortcut, if you load the game up with the launcher it will pull an agreement up that you have to accept. Accepting that made it work fine.

There is no difference from steam and rockstar, you can still add the game to steam by the add non steam game feature. problem is downloading it from rockstar servers is very bad, mine kept dropping to 150kb/s on parts of the download.
