BnS is extremely boring leveling wise and doesn't really bring anything new to the table. The whole game is basically PvP. If you quit MMOs after 5 minutes, I doubt BnS would work out for you. Also - When is Chronicles of Elyria coming out? Tried to find info on it but couldn't :/

Basically like cops - If I restrain a person when I'm a civilian, can I move that person and throw him in vehicle?

My best guess is that you can do that but in the same time, he can give you £1 then say that's all he has and in the end you can't do anything about it. Hence why this isn't a really efficient way of robbing people.
