I would make them white listed and the license price raised to something like 1 million Make someone the commander for the bountyhunters so he and his officers kan keep an eye out on the hunters in service , this would greatly increase the rp from the hunters

I would suggest making both servers with less max player count so people could spread out over 2 servers , this way i think lagg and desync will be reduced , police commanders could order half of online officers to go to second server when needed Teamspeak would be great to communicate between...
