I believe that rule is quite misunderstood. It means that you can't team up with friends by having them commit crimes and turn themselves in to you so that you can send them to prison. You are absolutely allowed to team up with other bounty hunters.

I would like to have something clarified: Does bounty hunters have a picture of their targets that can be used to identify them? There's been some discussion about this ingame today, but no one seems to know for sure.

You can buy information about their last known location from civilians (by using the bounty menu).   You also get a picture of everyone on with a bounty, so that you can recognize them when you see them. Edit: Actually I might be wrong about having a picture. Guess we'll have to wait for the...
