Ask him why he broke the rules, maybe he made a mistake. At the end of the day it's a roleplaying server not a report playing server. Is this someone you feel should be banned? Resolving is not just getting someone to admit to a rule break.

How did you try to resolve this if he admitted what he did was wrong?
