Whats the point of any group or faction without a hierachy? Even real gangs have hierachys. 

I mean do numbers of officers really matter if you are joining? just saying, your best to just join and meet the people, rather than look at the rosters as there is a LOT (most) of guys and girls you wont know as we have so many people.
