I've figured out what was wrong. Turns out opening the bollards uses a different keybind setting to doors/gates etc where you're prompted to use the "E" button. I'm not in game and can't remember what it is exactly I changed but I'll figure it out later and add it to this thread so that others...

Appreciate the replies but trying various camera angles does not work neither does varying my position in relation to the bollards. I've even got out of a car and attempted to open both sets of bollards from both sides whilst on foot and nothing works.
