So you were essentially looking to do a jailbreak? By your own admission, doing this without guns would be a bit hard.....so would that then mean you were willing to kill officers if they stood in your way? Sure you told him that you only wanted to talk....but you kept the gun trained on him...

You spent the majority of that video with your gun pointed at him and then started to count down. "put it down 1 - 2 - do it...please..."  If you want better RP from the Police then perhaps you should look at how you conduct yourself around them. For example...If you just wanted to talk, why...

So after a little bit of encouragement, @Droge Worst convinced me to buy a copy of Factorio. I haven't played it in a long time and can barely remember the basics but good old Sausage helped me through the learning process.... ENJOY!
