Generally all bans count as part of your number of chances. Unless it was mistaken identity or the person was proven not to have done something wrong. I think just some Admins choose to say Unbanned for final chance, and others just say Unbanned. As far as I know they are treated the same.

This is exactly one of my points... I remember in the old days when a First Aider could pull out a helicopter whenever he wanted if there were less than 4 medics online. It was a simple rule and it worked back then. So many hoops and hurdles to jump through / over makes you not want to do it.
