Use a video editing software and you can compress it down to about 100MB. I think something as simple as windows movie maker will do the trick.

You can get shadowplay if you have an nvidia card, Go into GeForce experience and it should be a snazzy little button in the top right.

I think from a rebels POV they see a cop and tunnel vision that thought, they forget that the cops may be having fun RPing in another situation. Its bad and unfair but the opposite end is lack of discipline of when to know when to start firing by the cops, which from experience is better...
