I think the cameras inside the bank should be useful to the police or at least make it a sensor, so if you catch yourself being inside the bank for too long it will send a signal to all units, but if you shoot the cameras inside fast enough the alert system will be delayed.  I completely agree...

Around 30% of the time the player seems to fall though the Legion Hospital,  Solution: Put a invisible hit box barrier between the hospital and train tracks so while you're falling it will teleport you back at the entrance. That way you can avoid getting killed.
