Windows 7,8 or 10? @Fused I believe the issue lies in the root file perms,im sure you tried the properties tab and enabling admin box,and i cant exactly remember how to get into Root Perms for Folders,ill look into it if i can remember anything ill post it.Hopefully someone more experianced...
