Agreed mate, but you can't cater for every eventuality IMO.  I broken bone could be internal or could penetrate the skin, it could also block the blood flow starving oxygen to the organs.  I don't think this is down to the City's config, rather than the GTA mechanics - I think it would be too...

I say, make the truck stop trucks only - so if you are in any other car, except emergency services you cannot leave you car/dismount.  That will force people to park outside of the compound.   The only issue then is that we still need to enforce a one-way system somehow as it's mayhem, I think...
