Mmm, I believe you can take a cop holiday for a week or so and in that time you can play as a rebel. Aside from that, I don't think so.

Not sure about the cop rules here, but typically you will find that there is a 'chase timer' from where after this timer is up the police can start using 'other' methods to get you to stop. Would be interesting to see if that's the case. Might explain some of this.
