Thinking about it samara is correct even when razed you must shift g the person to be able to cuff them that is a bug with the tazer I believe 

1. Tazers but only people with bounty otherwise it does 0 damage  2. Shift r someone to cuff them like a cop  3. If someone tells you there name and they are wanted you must still initiate on them before you taze them
