I would agree with you, but that would make a HM nearly impossible for smaller gangs. Other gangs would be punished because the big gangs are too strong to handle. And currently it is 50/50 to get a cop who is willing to RP with rebels, and not only gives you 5 gold bars.

we got 7.62 because we pay 400k for the gun and another 200k to get it silenced. We can get out a hellcat because we paid a stunning 4 million for it! Sometimes it looks like you guys forget that we pay alot just to get an edge over the police.
