Change how far people can hear you when you're in a car.  Find a lot of people just like to initiate from there cars while driving lowering the voice distance to where only people in your car could hear you would require people to leave there car

The server would still have access to all the other firearms but they would only be accessible via the Black Market or by knowing someone whit access to a weapon. + This would mean that it could also potentially increase the amount of RP interactions for guns as some people could become big-time...

Im not sure if anyone eles is having the same problem but when there is a large ammount of people in one locations the voice chat seems to just Alt-F4 itself.

It is a video game but you are willingly playing on an RP server, therefore, you have an obligation to RP to a high quality. Yes, it can be annoying if cops keep/continually pointing tasers at you but if you are a continuously providing them with an aggressive RP style then they will have to RP...
