do you mean that you have to wait to long? you an always look for a 2 officer team that can take you with them. just don't jump in to all the channels and spam ppl. and if you join a active channel don't start to talk instantly. there might be some RP going on. also 1.5h is not that long. ...

I have the same problem as @Lincoln you enter the queue and then get kicked. then arma has to reload the server and you have to click again and hope you still have the same spot in the queue. i still like the concept. maby something more in the on server lobby? so you get in and stay in but...
