Yes mate you walk up the tower and find a man dressed in rebel clothing. Scroll down until you see 'Buy Rebel License' to buy it for 500k. After that you can buy rebel gear.

If you are a part of the NHS you can still do ya rebellish thingies or whatever you're destined for. If you join the police force though you are no longer allowed to do any sort of illegal thing, which means you are not allowed to be a rebel or team up with other rebels to do illegal things...
