Tbh when handcufed you can only whisper aperantly so perhaps as soon as walking through door to hospital would be triger that activates whisper and same for police but you can change it to normal (no shouting inside police building)

Maybe not every dispatch but every 3th or 5th time that was unsuccessful. Because police dispatch would be overflowed with that dispatches and people in real emergencies calling for help  would be ignored

or make lether bags that increase your storage and people who cant make it could buy it from you 😛
